Gumming the carburetor

I have an '88 Savage.
I am still having the plug fouling/ stalling problem.

It only happens after I am I put the bike under-load, up a hill or into a strong head wind.

When I took the carburetor a part this summer, I noticed that the daiprhram on the side was stuck. I think the book called it the transitional diaphram.

I threw it all back together, used a hotter plug and the bike ran fine for a while.
Now it is fouling the plug again.

Now I ride the bike infrequently, about twice a month, does anybody think that letting the gas sit in the carburetor for such a short period of time(two weeks or longer) would allow the carburetor to get gummed up???

(BTW, I just filled the tank up a few days ago and I used "Stabil". Maybe this will help?)
